Over GHS2.2bn Stolen in National Service and Other Scandals – Attorney General Gives Update on ORAL Investigations

The Attorney General has disclosed that ongoing investigations into several corruption cases uncovered by the Operation Return All Looted Assets (ORAL) Committee have led to major breakthroughs, with prosecutions already underway in two high-profile cases.

Speaking at a media briefing in Accra, the Attorney General said prosecutions have begun in the Skytrain and National Service Ghost Names scandals.

He revealed that the National Intelligence Bureau was directed in March 2025 to investigate suspected acts of theft and graft after the ORAL Committee’s report lacked sufficient evidence for prosecution.

So far, investigations have been concluded into twelve cases, including the Pwalugu Multipurpose Dam, District Road Improvement Project (DRIP), SML, National Lotteries, Free Wifi, and Boankra Inland Port projects.

According to the Attorney General, the Auditor General’s forensic audit has revealed that the National Service Scheme alone lost GHS2.2 billion, far exceeding the initial GHS548 million detected earlier.

He assured that “no one implicated will escape justice,” adding that the government remains committed to retrieving stolen state resources and holding all culprits accountable.
